I don’t get American language like why say a scones are a biscuit

Like when Americans say popeye biscuits are hard to eat I go and think Popeyes sells biscuits not scones and I get told that there scones I thought it was biscuits btw a biscuit to some countries is the image down below and Americans at this is a cookie when a cookie is a round biscuit with chocolate chips
